“Terry Strom, of Strom Entitlement-Permitting Project Management LLC, has been providing services for the Rancon Group since 2015, and continues to provide service as of this date. Initially Terry handled all plan processing for Europa Village, a 160,000 square foot winery resort project on 40 acres with 3 wineries, 2 hotels, a bed and breakfast, and a spa. As a result of his exceptional service, we expanded the scope of his work to include clearing conditions, and entitlement and permit processing efforts on Europa Vineyard Estates, a 290-acre estate home subdivision. Terry was instrumental in helping us clear numerous hurdles with multiple public and municipal agencies to achieve full approval of all plans and to clear all conditions of building permit issuance for four separate buildings in Europa Village. Additionally, he was given the task of clearing numerous conditions for the grading permit of the 290-acre estate home subdivision in order to meet a time sensitive deadline. Terry cleared all the conditions well ahead of time, allowing us to pull the grading permit in plenty of time to meet an important deadline. He is now clearing the conditions for recordation of three phased final maps for that same 290-acre estate home subdivision. Clearance of these final maps for recordation involves concurrent utility easements, formation of maintenance districts, dedication of trails, offsite easements, street improvement s, dedication of drainage facilities, bonding and concurrent approval and recordation of CC& Rs. His effort encompassed working with multiple agencies, resolving issues, and finding solutions to challenging situations. Terry has a keen understanding of the nuances involved in working with public agencies and is able to pierce through roadblocks that are so often encountered during this type of work. One of Terry’s greatest strengths has been his ability to identify critical tasks and to find ways to achieve our scheduling goals. “Just when you think you have seen it all along comes a real estate lease transaction that tops them all. This transaction required the prospective tenant to obtain a NUP (Neighborhood Use Permit) as a condition for locating their business in this area of San Diego. “We were contracted with Terry Strom of Strom Entitlement Permitting to manage and assist the development of 97 acres of raw land into an industrial/commercial/medical development in the City of Menifee off the 215 freeway. Terry quickly took on the important dual role of managing the relationship with city management/staff and supervising the design team through the processing of the Tentative Parcel Map (TPM) for this project. This included scheduling meetings with follow ups and maintaining detailed records of all the meetings with the civil engineer, architect, biologist, archaeological consultant, traffic consultant, and bridge engineer. Terry Strom of Strom Permits has performed in an excellent and thorough manner assisting is in processing several church and school entitlement projects. Terry was instrumental in helping to process a conditional use permit in San Bernardino where a growing pre-school desired to occupy a free-standing building on a church property in San Bernardino. We were impressed with Terry’s professional yet “bottom-line” approach in dealing with the city planning representatives. In another church project located in Riverside, we were confronted with suffering from the poor follow-through management of the selling pastor; specifically, in dealing with a fire condition affecting the parsonage of the church. The church leadership failed to repair the fire damage in a timely manner, and the city filed numerous fines and legal attachments to the property that interfered with a viable offer to purchase. Terry was very instrumental in providing the proper logical “pressure” on the city which enabled a significant reduction in the fines and the city’s release of the attachment against the overall church property. Terry Strom is a life-saver and if it wasn’t for his help with our project we would still be stuck trying to figure out the ins and outs of getting a permit from the city of Riverside. Me and my partner were trying to open a Veterinary Clinic, and the city of Riverside required a minor conditional use permit (MCUP). We had no idea where to start and what to do, it’s not as easy as going to city and filling out paperwork and bam they give you a business license.
