What is CEQA and Why It Matters for Your California Project

Ah, CEQA—the four-letter word that can make or break your project timeline. The California Environmental Quality Act requires cities and agencies to assess how a project might impact the environment before giving it the green light. Depending on your project’s complexity, you may need one of the following:

  • Initial Study (IS)
  • Negative Declaration (ND)
  • Mitigated Negative Declaration (MND)
  • Environmental Impact Report (EIR)

Each type has its own level of review, and yes—some of them can drag on (if you let them). The good news? We help you make sense of what’s needed and how to tackle it without the chaos.

What Is CEQA and Why It Matters for Your California Project

End-to-End Environmental Impact Review Process Services in California

Every project has its quirks. Some breeze through CEQA. Others feel like an endless loop of revisions and reviews. Either way, we help you navigate the process with minimal confusion and maximum clarity.

Here’s what we do:

Expert Consultant Coordination

Work with experienced consultants (traffic, biology, noise—you name it) to ensure all required studies are covered without scrambling at the last minute.

Coordinate IS, ND, MND, or EIR preparation from start to almost-finish—while keeping your project goals, compliance, and agency expectations in check.

Stay in touch with city planners so things don’t get stuck in limbo (or mysteriously disappear into the black hole of someone’s inbox).

Support during public hearings and comment periods to help you respond clearly, calmly, and within the city’s (sometimes fuzzy) timelines.

Help reduce the risk of appeals, rewrites, or CEQA missteps that can cost time, money, and serious momentum when you’re ready to move forward.

We don’t promise miracles—but we do try to keep things moving, legally clean, and as painless as CEQA allows.

" Terry is a key factor in the success of many of Sharp HealthCare’s projects. Terry has worked with us on a Cancer Center, a Master Plan, a major 770 stall parking structure, a medical office building and most recently on a new $239M hospital expansion. As a member of each project’s Design Build team, it was Terry’s job to manage the interface with local government and special districts on all required permits. We consistently achieve our fast track schedules, because Terry is “best-of-class” in securing entitlements. "

FAQs About CEQA

1. What’s the difference between CEQA, EIR, and a Negative Declaration?

CEQA is the law. An EIR (Environmental Impact Report) or Negative Declaration are documents required under CEQA to evaluate and disclose a project’s environmental impacts.

Environmental consultants typically draft the documents, but the local agency reviews and approves them. We coordinate the process to ensure accuracy, completeness, and compliance.

It depends. A simple project with a Negative Declaration might take a few months. A full EIR could take 6–12 months or longer, depending on complexity and agency timelines.

If your project requires city or county approval, there’s a good chance CEQA applies. We help determine what level of review—if any—is triggered early in the process.

Not directly—but if not handled properly, CEQA delays, appeals, or lawsuits can seriously stall your timeline. Getting it right the first time is critical.
