Owner/Owner’s Representative Testimonials

“Terry is one of the most impressive project managers I have worked with in my 36 years of construction experience. Permitting is a critical part of any construction project schedule. He truly manages the permitting process and gets results.” – Douglas E. Barnhart, Developer, Founder of Barnhart Construction (6th largest school builder in the country before he sold Barnhart Construction to Balfour Beatty Construction)

“We were contracted with Terry Strom of Strom Entitlement Permitting to manage and assist the development of 97 acres of raw land into an industrial/commercial/medical development in the City of Menifee off the 215 freeway. Terry quickly took on the important dual role of managing the relationship with city management/staff and supervising the design team through the processing of the Tentative Parcel Map (TPM) for this project. This included scheduling meetings with follow ups and maintaining detailed records of all the meetings with the civil engineer, architect, biologist, archaeological consultant, traffic consultant, and bridge engineer. With his help, he facilitated the development of the site plans, phasing plans, grading plans, Traffic Impact Analysis, Determination of Biological Equivalent or Superior Preservation (DBESP) report, MSHCP Consistency Analysis, Jurisdictional Delineation (JD), Hydrology Report, Water Quality Management Plan, and Cultural/Archeology review. His involvement entailed working with other entities to include the the Army Corps of Engineer and the local Pachanga and Pala Indian tribes. Terry was indispensable in assisting me and the other owner of this project through this TPM entitlement process. He saved us an enormous amount of time which in the development field equates to a significant amount of money saved. I would highly recommend him for any project that needs help navigating through the city and governmental entitlement process. I would without question use him on my next project.” – Brian Nguyen, MD, C.E.O. Inland Professional Investment Partners

“Terry is a key factor in the success of many of Sharp HealthCare’s projects. Terry has worked with us on a Cancer Center, a Master Plan, a major 770 stall parking structure, a medical office building and most recently on a new $239M hospital expansion. As a member of each project’s Design Build team, it was Terry’s job to manage the interface with local government and special districts on all required permits. We consistently achieve our fast track schedules, because Terry is “best-of-class” in securing entitlements.” – Pat Nemeth, Vice President Sharp Healthcare

“Terry, I want to personally thank you for your assistance to the Associated General Contractors of America (AGC), San Diego Chapter, in obtaining the necessary permits for the construction of our new 40,000 sf facility in Lakeside, California. Your guidance and expertise through the labyrinth of permitting requirements proved invaluable to our organization. I only wish we would have brought you on sooner. You demonstrated a keen understanding of the process and organizational structure of the County of San Diego as we obtained the required signatures for each element of design. Your interaction between our professional Design & Engineering Consultants and the County personnel was outstanding. When the public agency moved the goal posts on us several times during Design Development, the determination you exuded was a great asset to our team. We could not have accomplished this very difficult task without your assistance, and we appreciate all your efforts.”– Jeffrey Harper, President of Harper Construction Company, Inc. and AGC San Diego 2018 President

“Terry was brought on as a valuable team member to help our church develop a new Master Facility Plan and the subsequent Conditional Use Permit. The plan included a full review and modification of 17 separate buildings on our 27 acre campus. Terry was a tremendous asset and helped us meet all of our goals throughout the process. He has a great approach with both government officials and our development team and successfully helped us navigate through the complicated process. He helped make a tough and long process much more pleasant and brief. Thanks Terry. Great work” – Jim North, COO, Emmanuel Faith Community Church

“Dogtopia of Miramar hired Terry in October 2014 when we began hitting roadblocks with the City of San Diego. It is unfortunate in the first place that we even needed to hire Terry to start up our small business as the city was difficult and useless. Terry was instrumental in successfully communicating with an industry that is not easy to work with. Terry maintained professionalism and a positive attitude through a very convoluted and arduous process. Terry helped us tirelessly with impeccable communication and helped us keep our spirits up as well (we were feeling beyond defeated)! The end result, because of Terry, we were able to negotiate an 80% reduction in an unfair development impact fee, get the Miramar Airforce Base to back off on a restrictive use easement, and get the city to change their rules to allow a dog care facility in a Prime Industrial Lands area so we could finally get all of our building, zoning, and occupancy permits. I am convinced we would not have been able to open our business in the City of San Diego if it weren’t for the help of Terry Strom. I highly recommend Terry Strom if you have any issues with the City of San Diego regarding entitlement/permitting.” – Meg Halaska and Diane Holtz, Owners of Dogtopia Franchise

”It is with pleasure that I recommend Mr. Terry Strom. He has served as the Permitting Project Manager for the Makena/Sharp Chula Vista new Cancer Center and medical office plaza. Some of Terry’s responsibilities included obtaining all of the local land use permits required for the project. His knowledge and experience in the land entitlement process is truly superior. Terry is very thorough in his work and he has the ability to manage groups of people through a process to achieve desired outcomes. He is a team player and is very effective in his communication with others. He has always had a positive attitude and is always willing to go the extra mile to ensure projects are successful.” – Pablo Velez, Chief Executive Officer, Sharp Chula Vista Medical Center

“Met Terry through the BIA and then bumped into him other spots. When it came time to get all the necessary information on our properties, we sought help from others and didn’t get complete results. I finally reached out to Terry and finally got the complete information that was critical to move forward. His work was complete, thorough, accurate and well documented. His pricing was fair and he was generous with his time. Great guy to work with. I highly recommend Terry” – Tim Taylor, Founder/Owner/CEO, Taylor Trim & Supply, Inc

“Terry Strom has led entitlement efforts on several prior and ongoing projects for Universal Health Services in Southern California. For a $428M hospital project, he managed the entire effort that included approvals from two different cities, multiple utilities, county, state, federal agencies, cell tower vendors, and manipulation of dedicated easements. Terry’s skillsets include detailed and organized management of communications with agency representatives, and he is able to hold them accountable to all agreements. Where agency requirements conflicted or representatives were in disagreement, he facilitated solutions that lead to successful outcomes and the projects moving forward as intended. Terry’s decades of experience in dealing with project entitlements, as well as his leadership, professionalism, and teambuilding expertise, all results in great outcomes. Terry is and will continue to be my go-to professional for my project entitlement need.” – Mike Engel, AIA DBIA, Assistant Director – Design & Construction (SoCal), Universal Health Services, Inc.

“Terry Strom, of Strom Entitlement-Permitting Project Management LLC, has been providing services for the Rancon Group since 2015, and continues to provide service as of this date. Initially Terry handled all plan processing for Europa Village, a 160,000 square foot winery resort project on 40 acres with 3 wineries, 2 hotels, a bed and breakfast, and a spa. As a result of his exceptional service, we expanded the scope of his work to include clearing conditions, and entitlement and permit processing efforts on Europa Vineyard Estates, a 290-acre estate home subdivision. Terry was instrumental in helping us clear numerous hurdles with multiple public and municipal agencies to achieve full approval of all plans and to clear all conditions of building permit issuance for four separate buildings in Europa Village. Additionally, he was given the task of clearing numerous conditions for the grading permit of the 290-acre estate home subdivision in order to meet a time sensitive deadline. Terry cleared all the conditions well ahead of time, allowing us to pull the grading permit in plenty of time to meet an important deadline. He is now clearing the conditions for recordation of three phased final maps for that same 290-acre estate home subdivision. Clearance of these final maps for recordation involves concurrent utility easements, formation of maintenance districts, dedication of trails, offsite easements, street improvement s, dedication of drainage facilities, bonding and concurrent approval and recordation of CC& Rs. His effort encompassed working with multiple agencies, resolving issues, and finding solutions to challenging situations. Terry has a keen understanding of the nuances involved in working with public agencies and is able to pierce through roadblocks that are so often encountered during this type of work. One of Terry’s greatest strengths has been his ability to identify critical tasks and to find ways to achieve our scheduling goals. In addition to Terry’s technical knowledge and skills, he has an innate ability to forge positive working relationships with agency staff that results in elevated levels of cooperation from the ‘other side of the counter.’ Terry is very personable, extremely persistent, and maintains a keen focus on achieving results. I highly recommend Terry’s service to anyone involved in entitlements, processing and permitting of any type of development project. We intend to continue using Terry’s services on current and future projects”– Gregg Linhoff, Assistant Director of Development, Europa Village and Europa Vineyard Estates – The Rancon Group

“Terry’s ability to manage, track and to maneuver the very complex County of San Diego permitting and entitlement process is truly amazing. His attention to detail and knowing who’s court the ball is in at any time helps manage and streamline the permitting process, resulting in time saving and cost savings for your project. His civil engineering, construction and business acumen makes Terry a one stop shop, and I would most certainly recommend him on any developer’s pursuit to entitle his project. Hats off to Terry and his extraordinary results on the AGC San Diego’s Chapter Headquarters and Apprenticeship Training Facility in Lakeside, CA.” – Mike Furby, President of Marathon Construction Corporation & VP of Lakeside Land Company

“As the Chief Executive Officer of United Recove1y Project, we have had the privilege of working with Terry Strom establishing our new facility in Beaumont, California. Mr. Storm’s experience, knowledge, and attention to details as a consultant are exceptional. Mr. Strom has established our 31-bed drug rehab facility when others believed it would be an issue. He has gone above and beyond working weekends, additional conference calls and exhausting all resources until the project is complete. United Recovery Project plans on expanding in the California area and without a doubt will be asking Terry Strom to be our consultant for future projects. Bryan Alzate, CEO, United Recove1y Project

“Terry gets in there and gets things done his tenacity, knowledge, expertise, get it done attitude proved infectious as the first project became a reality. He is the guy I want on my team to get the job done & we have retained his services on couple projects and look forward to having him on the next one.” – Clyde Marion, Corporate Purchasing Director at Hawthorne Caterpillar/Hawthorne Machinery

“The angel who saved us! Terry was contacted (through LinkedIn) when our company was being relocated by eminent domain. Terry worked tirelessly on our behalf on a project facing near impossible odds. After much work and dedication he helped us relocate and get our entitlements. Our family business of 65+ years would have failed if not for Terry. Needless to say, I would recommend Terry to anyone needing project management or entitlement assistance. We are forever grateful to Terry and can also call him a great friend.” – Zack Stein, Son of the Owner, Star Scrap Metal

“This is to recommend Mr. Terry Strom as a strong asset in obtaining entitlement discretionary permits and project management. Terry assisted BAE Systems San Diego Ship Repair in obtaining permits and approvals for a $20M pier replacement project under the authority of the San Diego Unified Port District and the City of San Diego. Terry’s knowledge and experience, and his “can do” attitude, made a complicated and difficult process of navigating the maze of requirements possible in a timely and affordable manner. Thank you Terry for making an extraordinarily difficult aspect of our project easy.” – Randy Jaeger, Project Manager / Facility Engineer, BAE Systems San Diego Ship Repair

“Terry Strom was instrumental in helping us get a parking variance with the County of San Diego. This was not an easy process but Terry did an outstanding job in navigating all the issues and putting together a comprehensive proposal that resulted in an approval for our project. His professional demeanor and thorough approach proved to be perfectly suited to the requirements needed at the county level as he had established relationship with key stakeholders who ultimately made the final decision on our variance. He was also extremely proactive and persistent in expediting the entire process. Overall, we were thrilled with our engagement with Mr. Strom and will be using him again on future projects.” – Darren Solomon, Owner, Kid Ventures

“It’s our pleasure to work with Mr. Terry Strom for the application of the AllStar’s parking variance in it’s current location. There have been a number of hurdles during the entire process. The fact that Mr. Strom relentlessly took on each challenge one after another all the way to success has proven that his skill set is superior to another agent we hired who was knocked out early in the game by one of the obstacles. We also appreciated the way he constantly kept us in the loop for game planning and status updates, which greatly improved the efficiency of our business execution, and therefore reduced cost in many ways during the entire process. We will certainly have him on our team again should we have a similar need in the future. It goes without saying that we highly recommend him for this type of service if you are hoping for a speedy and painless process.” – Nina Hong, Executive Director, AllStar Academy

“In July of 2014, it was suggested by our construction team that our company, Airborne America, Inc. contract with Terry Strom to manage our permitting process. This has proven to be a wise decision. Airborne America, Inc. is constructing a state of the art entertainment center in the heart of downtown San Diego. From inception, we knew that we would be pushing the boundaries with regards to scheduling, design ideas for the downtown area, and collaboration amongst the multiple agencies involved. To make the process more complex we requested the Development Services Department and Civic San Diego to break standard procedures to process many portions of our project concurrently versus consecutively. This proved to be challenging, but Terry made it happen. I am certain that without Terry leading this process we would not have received approval to push the many boundaries that we did, and we would not have started construction until several months later. Airborne America, Inc. strongly endorses the use of Terry Strom’s services.” – Alan “Buzz” Fink, Owner, Airborne America
